Vape Regulations in France 2026: What You Need to Know

In France, vaping is strictly regulated to protect consumers. Here are the main rules to know in 2026.

What is allowed ✅

  • Sale of e-liquids with nicotine up to 20 mg/ml maximum
  • Bottles of 10ml maximum for nicotine e-liquids
  • Sale of vaping hardware (box, clearomizers, pods, coils)
  • Advertising at points of sale and specialized websites
  • Online purchase and home delivery

What is prohibited ❌

  • Sale to minors under 18
  • Mass-market advertising (TV, radio, billboards)
  • Vaping in enclosed public places (schools, transport, offices)
  • Vaping in establishments hosting minors
  • Nicotine bottles > 10ml or > 20mg/ml
  • Sale of disposable puffs to minors (law reinforced in 2025)

The TPD (Tobacco Products Directive)

The European directive on tobacco products has regulated vaping since 2016:

  • All e-liquids must be notified to authorities (ANSM in France)
  • Each ingredient is subject to quality control
  • Manufacturers must provide toxicological studies
  • Packaging must include health warnings

Tax on e-liquids

Since 2025, a proportional tax applies: 0.15€ per milliliter of nicotine e-liquid. Nicotine-free e-liquids are not affected.
